Cigarette lighter fuse (power socket) in Citroen C3 is fuse F32 (front 12 V socket) in fuse box 2 of the instrument panel (lower fuse box).

Left-hand drive vehicles:
The 2 fuse boxes are located in the lower dashboard under the steering wheel.
Detach the cover by pulling it in the upper left corner and then to the right.
Right-hand drive vehicles:
The 2 fuse boxes are located in the lower dashboard, in the glove compartment.
Open the glove box lid, unclip the protective lid, remove the lid completely and turn it over.
Engine compartment
It is located in the engine compartment near the battery.
